charge for calls

I had $0.99 on my account balance then I made a call to a cell phone and my balance still the same. I just want to know if they will charge the phone call to the person I called. that's not what I want.

Whistle will never issue a charge to the people you call, no. (We can't say how other service providers charge their customers for received calls, however.)

well thanks. what I wanted to know is if verizon will charge the call to my friend since my balance on my account is still there.

Like I said, we can't say how other service providers like Verizon charge their customers. However, the reason your Whistle balance wasn't reduced is that you're using ad-supported service. Calls to US numbers are free with ad-supported service.
