The rules for international calling are pretty straightforward:
From the USA or Canada:
For calls to most countries, dial the following: 011, the country code, and the phone number.
For calls to countries within the North American Numbering Plan, dial: 1, the area code, and the 7 digit phone number, just like you would to place a US interstate call.
From any country to any country:
Dial: your country's exit code, the destination country code, and the phone number.
