Yes you may
Whistle is made up of two parts: the Client, which can make and take calls, and the Service, on which those calls run. Normally, our users have both enabled: the Whistle Client makes and takes calls on the Whistle Service using a Voice over IP protocol called SIP.
the Whistle Client can make and take calls on SIP Networks other than the Whistle Service. This often works, but there can be issues with other networks. And, while we try to help whenever we can, we only fully support running the Whistle Client on the Whistle Service.
So, if you wanted to use the Whistle Client on another network, you'd select Generic SIP Account.
