Phone is not working

Hi my whistle phone is not working, I could not do call and either received, I dial for other phone and just ring but on the phone doesn't show the call.
My phone number is 619 565-1995
I have balance of $9 dlls aprox...

    I see several calls made today inbound and outbound ... when did this issue start?
